Open source intelligence, now an integral part of legal investigations, generates evidence at a rate faster than that which current software systems can capture. In order to understand how law enforcement agencies utilize open source intelligence throughout their investigations, it was necessary to fully understand case management systems and the needs of their users.
Through interviews with experienced law enforcement personnel, three main user types and their needs became apparent, as well as need for communication among them. By creating user stories and task models, it became obvious that a new case management system could automate much of the unnecessary tediousness and miscommunication plaguing staff.
